I held my Open House for the Occasions and Sale-A-Bration Catalogs. This is one of the make and takes we made. Party Panda is one of the free stamps sets you can earn during Sale-a-Bration. We used Stampin' Blends to color the balloons, and then once dried we put a layer (or 2) of Wink of Stella right over them. Cut one of the balloons out and used a dimensional to pop it up. It was so easy to take a very simple image and jazz it up make it a really great card.
